Schools vs. libraries?
#1
With the school added, what do each of these buildings now do? How do they work? Do I hire the citizen I want to level skills at both of them, or what?

Schools only educate children, and libraries are only for adults. Both buildings will raise a colonist's intelligence stat, they also need paper. A school has a single Teacher that can educate a certain number of kids at a time, 2 per the hut's level. A library can employ adults, raising their intelligence over time.
Both buildings can only raise intelligence, nothing else.
This was changed because intelligence directly influences how fast a colonist gains levels, meaning they get better at jobs faster. Ideally you want high stat colonists as much as possible, but new kids have their stats affected by the colony's happyness as well. Keep your people happy and educated, and everything will be better.
